[Bug 1174713] [NEW] systemsettings package contains random plunder

Public bug reported:

the systemsettings package contains at least the unrelated fonts and
color KCMs, this is wrong and terrible and meh.

in particular one cannot package a selective snapshot of systemsettings
(i.e. the actually app only) without either loosing the KCMs or having
to package those from a snapshot as well (even though it's not
necessary).
