[Bug 992804] [NEW] dialog boxes are full blown full screen

Dialog boxes that should be small are full screen and block out any access to the program behind it. Even the system has this problem when renaming a file or asking for permission to install or modify a package. So I would say it is a window management problem. If you grab with the mouse it becomes 50% opaque and you can see the underlying window but other you can not access anything. If you X it with the application manager then you can't proceed. Screen shots say it all. Although I couldn't get the opaqueness captured with Ksnapshot since I can't find any keyboard shortcuts for it. 

Here is also a report of it by another user of Kubuntu 12.04. I was not
able to figure  out which program he meant and thus couldn't  reproduce
his error, because synaptic on my computer doesn't have any search
options. He is the Kajongg game maintainer and I reported this bug to
him since I first noticed with in his program. Because you should be
able to review the hand and scoring but the dialog box blocks out any
access. Originally I could click the reduce window size next to the X of
the activity manager

I just had the same problem on a kubuntu 12.04 netbook (eeepc) with a very
different program: synaptic - which is not even a KDE program. When pressing
CTRL-F for searching, the search dialog goes fullscreen. So this definitively
is a platform problem. Please tell the ubuntu people.

Note: shouldn't all the system info and such be separate form fields for
increasing the efficiency of reporting bugs?
