[Bug 987315] [NEW] Reports 'success' when package is not installed due to repository unavailable

Public bug reported:

In a live CD session only Main and Restricted are enabled, so when
kubuntu-notification-helper suggests installing Flash it cannot succeed.
It does offer to do the install and claims it succeeded when it did no
such thing.

It should not offer to install non-available packages and it should not
claim success when things don't get installed.
