I believe this is now fixed in PyQt 4.9 (The current precise version;
oneiric backport is available in my ppa:mitya57/test1):

$ python3
Python 3.2.2 (default, Sep  5 2011, 22:09:30) 
[GCC 4.6.1] on linux2
Type "help", "copyright", "credits" or "license" for more information.
>>> from PyQt4.QtGui import QMenuBar
>>> QMenuBar.setCornerWidget
<built-in function setCornerWidget>

$ apt-cache policy python3-pyqt4
python3-pyqt4:
  Installed: 4.9-2ubuntu1~ppa1~oneiric1
  Candidate: 4.9-2ubuntu1~ppa1~oneiric1
