Well, since reporting this bug I gave up and installed a new Ubuntu 9.10
/ GNOME system.

Now about six weeks later, I've got it again, only it seems to be even
worse.

Other very important things also stop working:
Alt+F1 highlights the text "Applications" but the menu does not open.
Alt+Tab does nothing.
Alt+Space in a window does nothing.
The Alt key is ignored in global shortcuts: I've set Ctrl+Alt+T to open a Terminal in the GNOME Keyboard Shortcuts, but from Firefox it just opens a new tab (which should be Ctrl+T).
