[Bug 533483] [NEW] cannot refresh the system updates screen

Public bug reported:

Binary package hint: kdebase-workspace

I clicked on Software Updates in System Management, and the program
didn't seem to run long enough to check for available updates (maybe a
second or two).  Then, I hit the Refresh button at the bottom of the
window, and I received a pop up box stating that I do not have the
appropriate privileges for this action.  I haven't changed any settings,
so I'm not sure why this would happen.
