I should mention that this was the default LiveCD session, plus a couple
of Konqueror windows.  For fairness I opened the same URLs in konqueror
in 8.04 as well.

Konqueror and knotify4 are clearly the main culprits.  But this shows an
unfortunate regression in the KDE code.  krunner should not be doing
_anything_ on an idle desktop, it's not even displayed!  And even plasma
can do better than 12 wakeups during a minute of complete idleness.
