I forgot: themes can be installed with the Install Theme File button.

This is apparently a download problem. When I try to get a new theme, a
file is generated in ~/.kde/share/apps/ksplash/Themes, which can be a
.tar.gz file, for e.g. theme Oxygen Blue Air, or a file called
sharelinkdownloader.php for theme Full Sailz, etc. Regardless of the
extension, however, it is just an html response from the server. Opening
it with konqueror results in downloading the theme file for the former,
and requesting a user name/password for the latter.
