I feel your frustration and do agree the value of this bug should have a higher ranking than low (something more like "life threatening"). I have noticed some simple things that just simply do not work if you do not have root privileges. For instance, as part of my job I have to install analog gateways with certain 3Com VCX IP Telephony systems. This requires that I connect directly to the gateway via a network cable. The version of network adapter I have already has a cross-over feature built-in so there is no need for using a cross-over, any cat5 cable will do. When I go into the Network Manager to to create a new wired connection, after I have set it up and plugged into the Gateway, I get connection failed as it always reverts back to "Auto IP". I then check the connection I created and it is there but all the IP information I entered is gone. I figured out that if I go into konsole and sudo ifconfig eth0 and put in the information I need, then it works perfectly. There are some very disturbing bugs in the new plasmoid versus the old NetworkManager but I know these guys will get it right. I use Mandriva on my desktop at home as it is more of a personal computing distro for me and is not at work hardy as Kubuntu 9.04 and below. Mandriva uses fakeNet as its backend and even though I love the distro and it is my second choice of all, I do not like their network interface or backend no matter how easy it is to use/configure. I like the new plasmoid but like all new issues it is going to take time to work them all out. I agree that your issue apo lies within your certificate and probably ties into the issue I just stated with permissions when setting up interface settings under the Plasmoid. One thought might be apo, have you tried adding yourself to the root group? Perhaps then it will accept your settings for your certificate? Just an idea. 
Hope all you other folks out there are looking into that too as it could be a simple thing being over-looked, I know I do it everyday at my job. I always look for the worst thing it could be in the phone system and then finally you stop and think for a minute and say oh crap, it was this one little 5* route I entered into this phone system that is conflicting with another!
As always I appreciate all the hard work you guys/gals put into each Distro release and bug fix and hope maybe you have gathered enough information now to finally put an end to this. I have my work arounds so it does not bother me as much as others but it is most definitely a problem deserving of a higher importance level.
Take care all and did not mean to offend apo, and if I did I apologize. I just want to see people stay on track rather than blow off steam here as this is a place for bug tracking and solution development through community efforts.
