assistant, linguist and several other Qt4 development tools are located in the qt4-dev-tools package. And we do indeed patch the Qt4 source when building.
I'm not clear on exactly what the issue you are describing here, can you be more specific?
Also please provide the following information:
K/Ubuntu version you are running and the output of the following command: apt-cache policy libqt4-dev

       Status: New => Incomplete
