There is a latex syntax highlighting file included with katepart in
kdelibs5; and in kde4.2 with kile2.1~pre it works here. I've just tested
with a new user as well; so it seems to work normally.

Can I please have you test if it works with a new user?
And give me the exact version of kile you tested with; which can be seen using the command "dpkg -l kile" or in your package manager?
