Though this bug is marked as 'fix released', the problem still exists,
at least for me, in fully updated Jaunty alpha on 27 Feb 2009.
I have enabled 'Lock screen on resume' in System Settings / Power
Management / General Settings. When I suspend from the Powerdevil
battery monitor plasmoid, screen is locked on resume, as it should. But
if I suspend from the Kickoff menu, or from the command line by
executing pm-suspend, the screen is *not* locked when coming back.
This is definitely an important security issue.
