[Bug 332390] [NEW] khotkeys is not working

Public bug reported:
I just upgraded to the new KDE 4.1.4 packages of Intrepid and rebooted.
I use yakuake at start, so I pressed <F12> which is the hotkey I have
assigned to it and nothing happened. I thought it was not running but it
was (ps -ef | grep yakuake), so I opened the control panel, went to
keybouse and mouse configuration and then clicked on keyboard shortcuts.
I've got an error saying (translated from portuguese): Failure to
contact the KDE shortcut daemon, message: No such object path
'/KdedGlobalAccel'.
'khotkeys' belong to kdebase-workspace-bin.

3) I expected <F12> to bring the yakuake screen visible.
4) Nothing happened instead, and trying to reconfigure the key lead me to an error message.
