Are you sure the bug is fixed? from the changelog, it says that it adds "recommends on aspell | ispell"
well, the thing is, that aspell /is/ installed, it just doesn't see it and seems intent to look only for ispell. so just adding a recommend on aspell|ispell seems like it wouldn't solve the bug, if only aspell is installed.

or did they change something in kile config that enables it to look for
aspell OR ispell?

clearly i haven't actually tested a jaunty install, so I'm just asking
if anyone can confirm. :)
