[Bug 325516] [NEW] Disable menu delay in KDE applications

Description:

Submenus in KDE applications pop up after a short delay which makes KDE
applications feel very sluggish.

How to reproduce:

1. Open Dolphin
2. Click on "File" menu
3. Move mouse pointer to menu entry "Create new"
4. After a short delay submenu is shown

Expected behaviour:

(Sub)menus should pop up instantly without delay. This way KDE
applications feel much faster.
