[Bug 324170] [NEW] Power Devil says CPU is incapable of being scaled, but it's wrong

See attached Power Devil screenshot.  It's saying the CPU can't be
scaled.  The battery applet and powertop both say my 2GHz CPU is
currently scaled down to 600MHz, so I'm pretty sure that means it can be
scaled.
