Binary package hint: kubuntu-default-settings

I would like to make changes to the default Plasma configuration as
outlined here: https://wiki.kubuntu.org/KubuntuIntrepidDesktopDefaults

I'd like to make all the changes on the wiki except for #3 and I'd have
to wait to make the changes for #5. But for now I'd like to apply all
the other changes listed there.
