[Bug 140503] [NEW] mouse cursor looks different in gtk and qt programs

If I change the cursor in the Appearance program the cursor theme only
applies to GTK+/Gnome programs. When I move the cursor to a Qt program
it immediately switches to the standard theme. But then switches again
if I move back to Gtk+/Gnome windows.
