It still is a problem. I have Kubuntu updated to the current 7.10 Gutsy.

To test, I deleted $HOME/.kde folder, logged in, started konqueror from
command line, loaded File Management profile, changed View Mode to
Detailed File listing, Saved as File Management profile.

After clicking on "New Tab" icon, the new tab showed again the "Icon"
view of the home folder.
