I think I just found out the reason it's not remembering the settings.
The settings are being saved, but in a different file for each session(
you can test this by removing and adding the applet ).

The file name is being set something like
minipager_panelapplet_xxxxxxxxxxxxx_rc, where xxxx is or garbage or some
sort of id created each time the kpager runs.

Ex:
minipager_panelapplet_cww9dsyqntllsw4ygyrx_rc
minipager_panelapplet_do5xivxwtedqxk1dcw3m_rc
minipager_panelapplet_fxkoybled0cd82yx4zop_rc
minipager_panelapplet_gxolar5ikvimncahsh62_rc

Got more then 10 files here...
