[Bug 46865] No manuals in the Applet Manuals section of Khelpcenter

Binary package hint: khelpcenter

Clicking on the Applet Manuals item in the Contents of Khelpcenter
displays no manuals.  If there are no manuals available the section
should not be displayed in the Contents.
