--localprefix=/~/.kde is the prefix that should be set for KDE to write
files to the user's home directory (configuration and preferences, etc).
I *THINK* that it is a compiled in setting, so you may want to save this
fix for your next compile, since it is only an irritation, and not a
functionality problem.  That is, unless you can find a way to alter the
localprefix after compile time (i.e. in a config file somewhere).
