[Bug 48777] No GUI way to change screen resolution in Kubuntu

Public bug reported:

Kubuntu should by default install an applet which allows you to change
the screen resolution. New users who have picked a bad configuration
during install should not have to reconfigure X on the CLI in order to
get kubuntu looking decent.
