The problem lies in libtunepimp2 and it is deliberate. From libtunepimp2 package 
changelog.Debian.gz:

A solution would be to dlopen() libmad at run time, so libtunepimp2 won't depend on libmad0 and, 
at the same time, would allow to tag mp3 files if libmad0 is installed.
