For Mantic (or any released kernel) I prefer to document changes even if 
they are not changing the kernel which is produced in the changelog. 
This might be primarily for us but could be used by people compiling 
their own kernels. The "bug" in report and link are maybe mildly abused 
but are the simplest way to do this.
