nvmf-autoconnect: add udev rules to set iopolicy for certain NetApp devices

Can Ubuntu 20.04 pull in the following git commit?

NetApp devices should be running with the round-robin I/O policy as opposed to the default, numa, whenever native NVMe multipathing is enabled. This patch resolves this.
