[linux-azure][PATCH] linux-azure: Update SGX version and udev rules

The SGX DCAP driver that is included to the linux-azure kernels
requires some special udev rules to set the permission and group of
the devices under /dev/. Those rules will be installed by the
linux-base-sgx produced by linux-base.

This patchset adds this new dependency to the linux-modules of every
azure kernel (with expection of trusty which is not supported by sgx).

A debdiff for linux-base is available on the LP bug.
