[Bionic] [PATCH 3/3] usb: core: Add USB_QUIRK_DELAY_CTRL_MSG to usbcore quirks

There's a new quirk, USB_QUIRK_DELAY_CTRL_MSG. Add it to usbcore quirks
for completeness.
