Reminder - Bionic kernel freeze is April 12

We are giving it some amount of testing. However there just wasn't
goinig to be enough time between 4.16 final and kernel freeze to get all
the features added, testing, bug fixes, etc. to ship 4.16 with 18.04, so
we settled some time ago on 4.15.
