[PATCH 1/1] UBUNTU: [Config] ppc64el: build for Power8 not Power7

My apologies; this is targeting Zesty. I forgot to add that to the subject
prefix.

We could backport it further, but the only really convincing SRU case I can
make is for XDP which only arrived in 4.8.
