Yes, and just to be clear, with hwe-16.04-preview you will roll to an early
preview of the latest available HWE kernel within the 16.04 LTS, ie. you'll
get the early preview of the 16.10 HWE kernel, then the early preview of
the 17.04 HWE kernel, the early preview of the 17.10 HWE kernel and finally
the early preview of the 18.04 HWE kernel. Once on the 18.04 HWE kernel
you will stay on the 18.04 HWE kernel for the remainder of the 16.04 LTS.
If you do a full upgrade to Ubuntu 18.04 LTS, you will not keep rolling on
HWE kernels, you will stay on the 18.04 GA kernel.

You will roll to early HWE kernel previews as described above. However,
the difference here is that if you do a full upgrade to Ubuntu 18.04 LTS,
hwe-rolling-preview will keep you rolling on early previews of the 18.04
HWE kernels as they are introduced.
