[PATCH][TRUSTY] PM / hibernate: Fix restore hang in freeze_processes()

This fixes a restore hang on hibernate resume and it is useful fix for
Trusty.  I've given this a 20 x S4 cycle test on a bunch of machines just to
sanity check for regressions.
