You can build IP sets support for yourself if you wish. See
https://bugs.edge.launchpad.net/ubuntu/+source/ipset/+bug/79182/comments/10

When (or if) the IP sets filter is accepted for inclusion in the main 
kernel, then it will become part of the Ubuntu kernel package.
