ipset support missing?

Hi,

I just ran into the problem that ipset cannot be used with an ubuntu
kernel, the module ip_set is missing.

And then I found that this is a known and 2-year-old bug:

Are there particular reasons for not taking ip_set into the kernel but
still have the ipset package in the repository?
