[Jaunty] RFC: Disable unwanted build of staging

 From the experience with the prism2_usb module I had a discussion with Andy 
today and we came to the thought that we probably do not want to get staging 
being built by normal means which happens when CONFIG_STAGING is set.
The modules we want from staging are included in the ubuntu/Makefile so we 
should get all modules we want through that.
All modules? No, a small group of modules is still resisting... Well actually 
_all_ of them due to two missing characters. With the attached patch we could 
disable staging from the configs and still get rtl8187se, rt2860sta, rt2870sta 
and at76_usb.
