Another Kernel SRU cycle has begun

NOTE that, due to the winter-break falling into the current sru cycle,
the cycle time was extended to 4 weeks.
Additionally, this current cycle is limited to security relevant fixes and
high or critical bug fixes.

Also, as we had a respin of artful, this announcement was delayed, though some
of the kernels have been in -proposed for some days already.
