This same problem occurs on Ubuntu 7.10 Gutsy Gibbon with Xircom
RealPort REM56G-100 in a Dell Inspiron 4000 laptop.  Most likely in
Latitude C series laptops as well since they are virtually identical.

Physically ejecting the card and re-inserting it brings the network
(eth0) up in seconds.

Also I have installed pcmcia-cs and can get it to work with
cardctl eject 0
cardctl insert 0
if these commands are executed via sudo
