I am currently using 2.15-19. There has been no noticable change in the
success of suspend to ram since I started testing which was around
flight 4-5.

Hibernate does not work. The computers stalls with 100% HDD activity and
never shuts off, it just sits there indefinately. In comparison with
breezy it appears (by time taken) that it is stalling in one of the last
hibernation steps
