As the Debian bug report mentions, Makefile.cpu is included in the generated kernel-source package, so I generated that one, and copied the file from there. After this, module-assistant fails due to missing scripts/Makefile.lib.c. 

I finally ran module-assistant -k /usr/src/linux build,install fglrx-kernel, which starts to work, until it stops with a compile errors in ATI's source (their code probably doesn't support 2.7.17-rc3, as it compiled with 2.6.12 from breezy).
