I have a backup of some files in an external VFAT disk that I synchonize
regularly using rsync. When the system time changed because of daylight savings
the timestamps of the ext3 filesystems changed but not the ones in the vfat
filesystem. This makes rsync think the files have changed and synchronize them.
There's no reason for filesystems not to store dates as UTC and then convert for
display.
