The problem cannot be solved  by turning off spread spectrum alone.
Therefore, I don't think this bug should be marked as fixed.

I found it best wo work with ACPI on (for other reasons), so I've gained a bit
of stability
in the clock, but not enough for NTP to be happy.

Some of the timer problems in the kernel were due to ACPI.
Others were more linked to the switch to 1Khz for the default hertz value.
This exacerbated problems with lost interrupts.
I beleive some of the lost interrupt problems persist.

I'd say hold off closing this bug.
