[Review Queue] ibm-im layer design document

Kevin and I spent some time reviewing a design document (attached) from our
partners at IBM for the IBM Installation Manager (IM) charm layer.

We had several comments and suggestions and could not edit the PDF so we
created a Google Doc that could be annotated with comments.
