Well... DHCP isn't routable, and you DHCP before you PXE. DHCP can be
forwarded if you have special support for that setup in the network.
AFAIK, TFTP is routable, and that's the heart of PXE.
So, I would say the requirements are:
* your IPMI BMCs should be routable to the MAAS region controller (and
cluster controllers?)
* your machines should DHCP + PXE on a subnet where there is a MAAS
cluster controller
