Please file bugs on annoying CLI UI issues

Hi everyone,

So we're getting to the point where Juju should say smarter things to
users instead of cryptic errors. Here's an example:

Since Jono Bacon is doing a "Juju from scratch" to help dogfood the
new documentation I've asked him to start filing bugs where the CLI
says things that are confusing.

These bugs are being tagged with `cli-ui`.

Tim is keeping an eye on the tag and once we have a good set we'll
throw them in the pile and find the low hanging fruit. So if Juju
tells you something dumb, please file it. Of course web UI bugs should
still be filed against juju-gui, but there's no reason the CLI tool
can't be a well designed and easy to use.
