charm-tools update and charm icons

A new version of charm-tools is out that includes several changes to charm
create and charm proof. They are outlined below:

charm proof
------------------
- Now warns when no categories are present in metadata.yaml
- Now warns when no icon.svg is present in charm root
- Now errors when icon.svg is same as template provided by `charm create`

charm create
-------------------
- Provides template svg file for charm icon
- Includes charm category with a default value of 'misc'


The instructions for creating a charm icon can be found in this Google
Doc[0] until the new charm author documentation lands.
