Is this error on machine/0 or on one of the machines that you are
starting to deploy?

The error specifically means that the jujud process is trying to
connect to the Mongo database as an entity that the database does not
recognize. I wouldn't be too surprised by it before your first 'juju
status' or 'juju deploy' after the first bootstrap (since we haven't
finished giving jujud all of its credentials yet).
