juju-core "state entity not found" bootstrap on ec2

I recently got this error on ec2 after doing a juju-core bootstrap 
--upload-tools on aws

2013/04/03 15:17:02 ERROR JUJU:jujud:bootstrap-state jujud 
bootstrap-state command failed: state entity tag not found in configuration

I can't see a bug that mentions this. Anyone know what it means? My 
setup had been working previously
