New juju-core project in Launchpad

Hello jujuers,

We're moving the Go port bits of juju onto a new project in Launchpad:

    https://launchpad.net/juju-core

The reason for the split is that there's way too much happening within
the "juju" project there in terms of branches, bugs, reviews, etc,
that is unrelated to the Go port. We need a cleaner environment so
that a bug tracker actually contains things we should be looking at or
rejecting if they fall outside of the scope of that part of the
project.

For the Go developers, the new import path is:

    launchpad.net/juju-core/juju

That said, right now please continue submitting and proposing merges
the old way. Over the next week I'll work out a transition plan that
allows us to move in the least painful way possible.
