2.2-rc1 progress

Hi folks,

The development team is fully focused on fixing the remaining issues for 
the upcoming release candidate.

The key things that still need to be done before the release candidate are:
   * fixing migration of models using local charms and local resources
   * adding robustness around dealing with massive change in a short 
period, like deleting 140 models at once on a controller
   * fixing the extra race conditions that the Go 1.8 compiler found
   * fixing a race in resource-get which is breaking solutions-qa

Along with that, there have been other stakeholder fixes going in that 
are really needed.

We were hoping to get the RC out at the end of this week, but the 
pending critical issues are likely to push this out until next week.
