I've noticed the onhover links today and I have a suggestion.
In Firefox I observe some erratic behavior when the layer with the
links is long enough and near the end of the page (e.g.
http://reports.vapour.ws/releases/2318 the last row with
manual-deploy-trusty-ppc64 that Failed). In Chrome I see the layer
popping out and staying there, but in Firefox the cursor moves between
an arrow and a hand and the popup layer keeps showing on and off, as
the page scrolls up and down slightly (that's without moving the
cursor - just finding the "sweet spot" when it happens).
